JOEL H. SACHS ESQ.

Joel H. Sachs is a member of the White Plains law firm of Keane & Beane, P.C. where he represents a number of private entities and governmental agencies in a wide variety of environmental and land use matters. Mr. Sachs also serves as an adjunct professor at Pace University School of Law where he has taught courses on State and Municipal Environmental Law, Land Use and Construction Law.

Mr. Sachs is a graduate of Cornell University and received his law degree from the University of Pennsylvania. He has a Masters of Law from New York University. Mr. Sachs previously clerked for a federal judge in the Southern District of New York and served as an Assistant Attorney General of the State of New York and Deputy Chief of its Environmental Protection Bureau for five years. Mr. Sachs also served as the former Town Attorney of the Town of Greenburgh, the largest Town in Westchester County and presently serves as Special Land Use and Environmental Counsel to municipalities in Westchester, Putnam, Dutchess, Rockland, Orange and Ulster Counties. He is a frequent speaker before Bar Association groups on various environmental and land use topics.

Mr. Sachs previously served as the first Director of the Municipal Law Resource Center at Pace University and has been an Adjunct Professor at Pace Law School for the past 25 years, teaching courses in environmental law, municipal law and land use law.

Mr. Sachs previously served as a Representative to the House of Delegates of the New York State Bar Association. He is an Officer of the Real Property Law Section and a past Chair of the Environmental Law Section of the State Bar Association. Mr. Sachs has recently been appointed as a member of the New York State Bar Association Task Force on Eminent Domain.

Mr. Sachs was recently named the Best Environmental Attorney in Westchester County by Westchester Magazine and one of the best environmental attorneys in the New York Metropolitan area by New York Magazine both in 2006 and 2007. In addition, Mr. Sachs is listed in the reference book, Best Lawyers in America 2006-2007.
